I have a problem with an itchy, flaky scalp and often develop scabs all over my head (in the hair). I've had this problem on and off for years. I'm now 38 years old. What is this, what causes it, and is there anything I can DO about it???

It sounds like seborrheic dermatitis or psoriasis. Someone, preferably a dermatologist should really look at your scalp to help determine which you have (though there are some cases that are really in between and sometimes called sebopsoriasis). Until then, you can certainly consider the over-the-counter shampoos having tar and/or salicylic acid (e.g. T/gel or T/sal are both made by Neutrogena...others are available and also good). The cause of seborrheic dermatitis is sometimes a yeast and there is a great prescriptions shampoo for this type. Psoriasis is usually more difficult to treat but there are many presciption and non-prescription treatments to be tried (a dermatologist is really the person with the most tricks for psoriasis).
